Steven Spielberg and Crime Prevention
In 2002 Steven Spielberg made a science fiction movie that discusses the difficulties and eathical issues when a state prefers to prevent crime (and punishes those who wanted to do something bad) instead of persecuting crime (punishing only those who commited a crime, AFTER the crime). If I have a bit of time I'll write a bit more on this topic.
